The MVPF is a benefit-cost ratio in which the numerator captures all benefits to individuals (measured by their willingness to pay) and the denominator captures net government costs; policies with higher MVPFs are better spending policies, while those with lower MVPFs are more efficient revenue-raising instruments.&lt;/p&gt;</description></item></channel></rss>
